(5) An amount paid under section 68 for a fiscal year may be adjusted upon receipt of the annual financial statement of an approved corporation referred to in section 65 or the financial information of a band referred to in section 64, as the case may be. Form REG 262, Vehicle/Vessel Transfer and Reassignment, is used as an odometer disclosure, a bill of sale, and a power of attorney when selling or transferring a vehicle or vessel. Form REG 260 (Power of Attorney) and Form REG 135 ( Bill of Sale) can be used instead of Form REG 262 if an odometer statement is not required.

However, you must ensure that the seller provides following information in form REG 135.

1. Name of the seller and the buyer
2. Description of the motor vehicle
3. Sale amount and date
4. Signatures

Please remember that DMV, California does not mandate preparing a bill of sale for transfer of the title. However, it is always necessary to document a financial transaction. In addition, you may receive the vehicle as a gift. In that case, mention the value of the vehicle and the relation of the person gifting you the car in this bill of sale.
